Mistake #1: Blind Trust in the Commission and Carelessness with the Assessment Act
When the official commission arrives at your property to record the destruction, their job is to compile a strict Commission Assessment Act. The state calculates your payout amount solely based on this document. However, commission members are human beings working under tight, stressful schedules, and they can easily overlook hidden details.
The Golden Rule: By signing the act without a thorough review, you agree to every single word. The government releases funds strictly for what is explicitly written in the document.
A Real-World Example: The commission logged "demolition and re-assembly of a damaged wall" in the act but forgot to specify that the room’s main electrical wiring ran inside that very wall. The result: you will receive the money to rebuild the brick or block structure, but you will have to restore the electricity entirely out of your own pocket.
How to do it right? Read every line of the act carefully. Check if hidden damages are included: utility networks, ventilation, deformation of window frames, or cracked window reveals.
Mistake #2: Hiring Scattered Subcontractors for Separate Tasks
Trying to save money by hiring separate, independent crews for each individual phase often leads to the exact opposite effect—double-paying for logistics, setups, and materials.
The Scaffolding Issue: You hire roofers; they finish the roof and leave. A month later, you hire a different crew to repair the facade—and they present you with a separate bill for renting and assembling scaffolding. You end up paying for the exact same technical service twice.
The "Small Tasks" Trap: A classic scenario involves window installers who quickly swap out damaged glass, take their money, and leave. Finding a separate, qualified specialist who will agree to drive out just to patch and finish the window reveals (откосы) becomes a massive headache. Large companies won't take on such a tiny volume of work, and random handymen often do it poorly.
The Solution: It is much more cost-effective and stress-free to sign a contract with a single general contractor who covers the entire cycle of work—from architectural design and material procurement to final cleanup.
Mistake #3: Attempting to "Cash Out" Digital Funds
Funds from the "єВідновлення" program are deposited onto a specialized digital card. They can be spent exclusively on building materials or to pay for the services of certified contractors via cashless transactions. Some property owners still attempt to find "under-the-table schemes" to cash out these funds to hire cheap, undocumented labor.
Why is this a failure? First, you immediately lose 10% to 20% of the total payout to fraudulent commission fees. Second, if the damage is substantial, the payout is split into two tranches. To unlock the second tranche, you are legally required to upload official receipts and acts of completed work for the first portion of the money into the "Diia" application.
The Consequence: If there are no official documents from a licensed contractor, the state blocks the release of the second tranche. The renovation grinds to a permanent halt.
